As a member of EC I should be able to see overall current status of a proposal that is currently being voted on.

On History or Vote tab makes sense, probably former.

Design:
Show current overall status of the vote (Status options: 1) Passing, 2) Failing, 3) Quorum not met), and count of votes in either direction (High Priority). Also include:
-Number of casted votes
-Number of YES and NO
-Progress towards quorum (ie: n vote missing to quorum, quorum reached)
