[Bug]: XIVLauncher installation broken (Could not find 'net45')

Prerequisites

• I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour

When trying to install/update XIVLauncher, an error is throw and the install fails.

Steps to Reproduce

Possible Solution

I have no idea what this error means. .net 4.5 comes with windows 10 nowadays so it's probably not that it's not installed.
