[FEATURE] Duplicate Check

**Describe the solution you'd like**
When a pull request is created to the main branch, a check should run that verifies no duplicate metadata exists in the pull request. e.g. there should not be two Apex classes in different folders with the same name.

**Additional context**
This check can be created using sfdx-hardis.
