broken and unused packages included in main branch

the packages pycsou and hvox do not build:

pycsou is missing the buildtime dependency pbr, and is defined to build on python 3.12, even though the revision in feedstock has the requirement 'requires-python: <3.12,>=3.9' in pyproject.toml

They are not used in karabo-pipeline. It appears that they have never been built before today, and they are listed as "in progress" in the readme from 2 years ago
