Data issue: problems with county-level export of MA congressional elections

• Several MA congressional elections have multiple ballots. In most cases we should just take the last ballot. This isn't a problem for error checking more generally, because the separate ballots have different election IDs.
• ma.uscongress.suffolk.1822: broken down by wards in the city of Boston, not counties.
