Introduce "indexer" commands #39
Description
This will bloat mima-cli, as it will need to pull in: indexer-core and its dependencies like Lucene, etc.

Commands could be:
- index - would index a local or any repository
- update - if index of remote repository, would attempt to download published indexes
- etc
Maybe would be best if focus is on LRM and provide full index (as opposed to Central neutered one), providing full dataset using all index creators.
