Show House and Senate contacts always, indicate relevancy

Per 5calls/5calls#78, we should show both House and Senate reps in the "Contacts to call today" section when the issue targets either house or senate. If the call does not direct that we should call the House, we should dim the contact and adjust the subtitle to indicate that this rep is not relevant for this call at this time.

How does this interface with state-level issues? I imagine we'd not show house/senate contacts for state-level issues.

Yes, we should only show senate and house "not relevant" messages when the issue targets either just the house or just the senate.

How does this interface with the vacancies? For example, for a senate-only issue with a vacancy in the house, would we both show "Vacant seat" and also "This rep isn't relevant" or just not bother with the vacant seat placeholder in this case?
