Best Budget GPU / Are there any cloud services for this software?

So I've been using UVR5 quite often in my work lately, main issue is I end up locking my PC from doing other stuff for hours on end, I happen to use UVR5 about 50 hours a month on average ..

Currently my setup using a used MSI 3080 with lots of custom cooling which run at maximum speed at around 60c over 8 hours sessions .. upgrading my cooling system did in fact reduce proccing time by over 50%! (Which I am highly proud of myself for doing so .. :P )

I am thinking about building an extra computer purely for UVR5 but initical cost can get expensive + need good case for cooling/space and so on .. which I am not really hyped about.

My questions are:

1. Is there a graphic card which will perform better on low budget and minimal space/cooling? (don't have to be new, I can find lots of good working used graphic cards in my area for reasonable prices)
2. Are there any cloud services which can run UVR5 for reasonable price and free up my computer? ( I haven't found any but its the ideal solution if it has low prices like hiring a GPU for AI work via clouds from China .. though I couldn't get any of them to run UVR5, too complicated for my small brain/knowledge sadly .. )
3. Does the CPU matter whatsoever on calculation speed given its a modern one? (means if there is a difference between if any of 2020 CPU's i5 to i7 to i9)
4. How much actual Ram is needed beyond the GPU ram? currently I run on 96gb with 265k and it seems UVR not really utilize almost any of it nor my CPU at all .. (maybe I set things wrong?)
