DIS-1566: Persist Ratings Set Before Page Reload

• Fixed an issue where the rating filled in would not persist after the user hovered over the stars.

Test Plan:

1. Find a grouped work and provide it a rating.
2. Hover over the stars and hover off of them. Notice that your rating disappears.
3. Apply the patch and reload the page.
4. Provide it a different rating.
5. Hover over the stars and hover off of them. Notice that your rating persists.
