See Many Emblems Covering A Whole State Can Be Annoying

Some persons have make States with many provinces, they make a custom Emblem for the State, but see that the whole State is covered by Provincial Emblems can be visuality very annoying.

Solution

The solution for this I think is very simple, make that National Emblems and Provincial Emblems different Layers

It can work, but generally we try to limit the number of layers. Province emblems size (up to 0) can be set in Style

what is the reason behind not to increasing the number of layers? Are there any performance issue or just usability? In case of the latter defining layer groups may help.
