Although the specification does not restrict an Asset Administration Shell to contain both, Submodels with kind=Template and Submodels with kind=Instance, it is good practice to separate Submodel Templates from Submodel Instances. Typically, the owners of and the life cycle for creating and maintaining Submodel Templates are different from the owners of and from creating and operating Submodel Instances.
