v0.1.0 of BlockSparseArrays.jl has no compat bounds for SparseArraysBase, and as a result every time that package releases a new incompatible version, Pkg.jl will just fall back to BlockSparseArrays v0.1.0.
I think here we should simply remove the offending version from the registry, preferably by yanking it.
