Add a HWID limit in addition to the IP limit

I propose adding an HWID (Hardware ID) binding feature to the 3x-ui panel. This would allow access control not only by IP address but also by the specific device being used, preventing users from bypassing restrictions by changing their IP or using proxies/VPNs. I have several linked servers, and since the current restrictions are based solely on IP, they can be easily bypassed. Implementing HWID binding would make the system more secure and protect against unauthorized access.
