AngularJS Eclipse + Tern IDE doesn't provide wizard to create project. I don't know if it's very interesting (for the moment) compare to other feeatures than I would like to provide (JS refactoring, ...).

Yes, it is. That's why this issue is still open.
But it may be useful for beginners. At east reference to not out-of-date example.
