Improve chapter list map behavior

Is your feature request related to a problem? Please describe.
Currently https://nest.owasp.org/chapters page shows the closest to user chapters no matter what page is selected (1,2,3, etc)

Describe the solution you'd like
The map show display chapters depending on the pagination page. The first page behavior should still be the same but the following pages need to change to render pins based on the current page contents.
