It is required for images, a very common requirement, and for font measurements (e.g. for auto-sizing columns, another common requirement). The topic of whether it should be required has arisen a few times; the decision has always been yes. We will not be reviewing that decision. There are ways to tell composer to ignore the requirement if you truly need to exclude it, but don't be surprised when something unexpectedly breaks.
