it seems that the -Settings parameter won't handle a relative path to a settings file:

This is not documented and is counter-intuitive. Please consider allowing relative paths for this.

The parameter should support relative paths. This is definitely a bug.

PR 909 fixed this, which was shipped in PSSA 1.17.1
