You can use fold all comments command

ace/lib/ace/commands/default_commands.js

You simply need to call editor.execCommand("foldAllComments")

Only subtleness is that to work it needs the mode to already be loaded, so if it doesn't work at startup, you may use a callback of setMode

editor.session.setMode("ace/mode/javascript",_=>editor.execCommand("foldAllComments")) 

or a listener for changeMode

editor.session.on("changeMode", _=>editor.execCommand("foldAllComments"))

looks like not all comments are folded in html

It folds multiline comments that are syntactically valid. AFAIK <!-- comment is not allowed in script tag

saw also a ctrl+shift+/ command behaves different in html / css / script
