Enhancement that's part of #7947

Description of the problem

RicoSuter/NSwag#1587 covers the example of a code generation package's integration with Microsoft.Extensions.ApiDescription.Client that we've chosen to initiate ourselves. This issue tracks submitting our proposal for the new NSwag.ApiDescription.Client package (name not final) and getting that into master.

At this point, we have no plans to own the NSwag.ApiDescription.Client package going forward except as covered in RicoSuter/NSwag#1588.

Version of Microsoft.AspNetCore.Mvc or Microsoft.AspNetCore.App or Microsoft.AspNetCore.All

See the features/client.code.generation branch branch. That work is intended for the 2.2 Preview 3 milestone.
