New conf to publish a webcam with 'ZERO' Latency on Windows

paths:
  cam:
    runOnInit: ffmpeg -f dshow -i video="Integrated Webcam" -preset ultrafast -c:v libx264 -tune zerolatency -b:v 900k -f rtsp rtsp://localhost:$RTSP_PORT/$RTSP_PATH

This is useful when the webcam doesn't support H264 natively; in case it does, it's enough to do -c copy and it's even faster. Anyway, since this is the most versatile way to publish a webcam, regardless of the codec, i've added it to the README.
