please add wheels for python 3.13

To chime into the conversation, wheels for 3.13 would be highly appreciated, as we have started seeing this issue in one of our pipelines (its weird that it only started happening now):

LINK : fatal error LNK1104: cannot open file 'python313t.lib'

The pipeline installs normal 3.13, not a free threaded build, so the error is even more confusing.

If needbe, I can open a different issue for this, but I think that wheels would help us here too :)

@davfsa I bet you're on Windows and Python 3.13.4. Try upgrading to 3.13.5.
