plugins documentation

Expected Behavior

I think the plugin documentation details might be missing from https://commitlint.js.org/#/reference-configuration, reference-api and perhaps also some detailed information in the plugins section. There isn't for example any information there that plugins must be an array and how plugins from npm should be added.

I'm not sure whether I'm just looking in the wrong place or whether it is really missing, but I couldn't find it.
