PRW2: create zero sample with created timestamp #7060

I want to support created timestamp by creating a zero sample with the given timestamp in remote write v2 handler as created timestamp is part of PRWv2 message.

Add a feature flag to control zero sample ingestion with created timestamp. Similar to https://github.com/prometheus/prometheus/blob/main/storage/remote/write_handler.go#L458
