Add element action to all elements (based on condition)

I allow the user to add which elements my plugin will react to when saved, updated, etc.

It would be great if it was possible to have 1 element action that shows up on all elements, but allow me to toggle it per element with a condition.

The condition would check an array that contains all enabled element types.

The reasoning behind support ANY element is to make my plugin future proof. Any future plugin that uses elements will be supported by default.
