code_transformers tests failing on VM as Dart SDK is not present

The build does not have the Dart SDK present.

Repro steps:

 - Clear out the build folder
 - python tools/build.py --mode=release --arch=ia32,x64 runtime
 - python tools/test.py -mrelease --copy-coredumps --write-debug-log --write-test-outcome-log -t60 pkg/code_transformers/test/resolver_test
