Dartium tests never force a full compilation

A recent systematic mirror exposed that dart:html contains compile-time bugs (including ones which are a problem with the VM instead of the Dart code, see Issue #11857).

I am not sure I understand your issue:
We have full dartium builders that does a full build, from scratch, every time. The incremental builders does, as the name implies, only incremental builds.

Is this the same as Issue #12796?
Could this be fixed by introducing '--compile_all' as we have for the standalone VM?
