Rename dartc to darta, add to SDK

Request from mailing list and public speaking engagements: add ability to do static analysis of Dart code from the command line.

Suggest renaming dartc to darta and add to SDK.

Rename complete as of r8392

To finish the job, need JDK installed on builders and TODO(zundel): lines uncommented in tools/create_sdk.py and dart.gyp

the Dart SDK is now being built on Linux builds only, pending adding JDK to all windows build bot instances.
