Add a first cut at a look and feel for pub.dartlang.org

Hi Bob and Nathan, Can you please list the pages/features that you'd like to see styled for M1?

All of them. ;)

Speaking seriously, the only pages that currently exist on the site are (a subset of) those that are necessary for M1. Off the top of my head, those include:

* The front page, "/"

• The list of packages, "/packages" (should maybe be merged with the front page)
• The package creation page, "/packages/new"
• The package viewing page, "/packages/FOO" (also lists package versions)
• The package version creation page, "/packages/FOO/versions/new"
• The package version viewing page, "/packages/FOO/versions/1.0.0"

We'll probably also want to add in pages for the various sorts of documentation we're writing.
