⬆️ Bump files with dotnet-file sync

# devlooped/oss

- Use GH_TOKEN if available for PR devlooped/oss@77e83f2
- Switch to dotnet-env for .NET SDK setup devlooped/oss@56c2b85
- Ignore slnx file format too devlooped/oss@68b409c

# devlooped/catbag

- Follow other helper conventions and make it partial without explicit visibility devlooped/catbag@b8556d4
