[Android] Shell.FlyoutVerticalScrollMode="Disabled" does not disable scrolling #32477

Description
When setting Shell.FlyoutVerticalScrollMode="Disabled", the flyout items should not allow vertical scrolling. However, on Android, the flyout still scrolls even when the mode is set to "Disabled".

Steps to Reproduce
- Run the attached sample FlyoutScrollIssue.zip
- Open the Flyout menu and try scrolling vertically through the list of menu items.
Expected Behavior: When FlyoutVerticalScrollMode is set to Disabled, the flyout should not scroll.
Actual Behavior: On Android and Windows, the flyout continues to scroll vertically.
