Description

The FlowDirection property is not being applied to the Header and Footer content within a CollectionView.

Steps to Reproduce

1. Download sample HeaderFooter_flowdirection.zip
2. Observe Flow direction is not applied to header and Footer.
3. FlowDirection doesn’t update properly at runtime for Header/Footer View or Template.
