Workload messages are busy or unclear

Workloads report too much or unclear information in a few scenarios:

• pending restarts are too frequently reported
• workloads' actionable message is swamped in update output

In all cases, we should evaluate the output and consider better terminal UX:

• judicious use of color to highlight specific portions of output, instead of entire lines
• potentially use progress bars to represent long-running actions
• print status messages to stderr instead of stdout
