Provide better error when dotnet cannot be located

One of the most common issues on this extension is from cases where dotnet cannot be located on the PATH. A few recent issues on this: #3402, #3505, #3502

This extension should provide better troubleshooting information for this - a link to documentation at least, and maybe information like the value of PATH and SHELL that this extension sees.
