Rule 'PSDSCUseIdenticalMandatoryParametersForDSC' causing tests to fail

As described in PowerShell/PSScriptAnalyzer#1192, a change in PSScriptAnalyzer 1.18 is causing the related PSSA test to fail on resources with sub classes. A workaround (rule suppression) is needed to unblock the next release or wait until the fix to PSScriptAnalyzer is published in the next update.
