Cap number of annotations per Image (of PDF! the future) resource to 10,000 at API level #172

What?
The issue is not only JSON Storage (quite big by the way) but also draw/redraw capabilities of SVG of OSS https://github.com/recogito/annotorious. Rainer says it can handle 10K. I feel 10K is a good max for our users. If this gets larger we could
1.- Generate SBFlavor docs in Solr for each Annotation and pack them all in a Datapackage (requires change in the API)
2.- Use multiple ADOs for this purpose
3.- Filter them by Tag. Never load them all
Use cases for 10K? Per Rainer Simon, Maps of course.!
