chore: pin aws-lc-rs version to 1.14.0

The recent aws-lc-rs update including the Ragdoll changes has caused a
significant regression in multiple metrics, inclusing a 45ms (900%)
regression in load_snapshot latency.
This change pins aws-lc-rs back to fix the performance regression and
tells dependabot to ignore it until further notice.
