fix(issues): Drop pinned date range from short ID redirect (#128297)

Searching a short ID on the issue list (e.g. a link like
`/issues/?query=JAVASCRIPT-XXXX`)
[example](https://sentry.io/organizations/sentry/issues/?project=11276&query=JAVASCRIPT-3FW1)
redirects to the issue, but it carried over the pinned date range from
page filters. With something short like 6h pinned, issue details would
get stuck on it and could show no events at all.

Keeps project and environment but drops the date params so issue details
uses its default of since first seen, same as the regular issue row
links.
