Show remaining timeout in editor + dashboard

Show a countdown clock with the remaining timeout time for a workspace both in the dashboard and in the workspace e.g. within the VS Code bottom bar. This would be so that users know how long they have remaining in their workspace before it times out. It wouldn't make sense for this to be implemented in the CLI as the usage of the CLI would trigger heartbeating, which in turn would reset the timer.
