Deploy SpiceDB into preview environments.

We want to achieve the following:

  • We use a dedicated database on the shared DB Instance - called authorization
  • We want a dedicated user & pw to interact with this db/table
  • (bonus) Identify how to run SpiceDB migrations as part of the installation
