Please note that it's already possible to bring custom workspace Docker images and Dockerfiles (which Gitpod builds on-demand) to Gitpod: https://www.gitpod.io/docs/config-docker/

Bringing custom IDEs to Gitpod is work-in-progress, please see #2419.
