[local app] resolve ssh connection does not always succeed although workspace is running

Bug description

We should also simplify the local app in the case of running build-in, i.e. it should not observe all workspace but only on demand.

We should also exit the local app after some timeout if it is running like build-in and all requested workspaces are stopped.

Removing from groundwork until Jetbrains work is complete when we'll pick up local companion app changes again.
