@jayconrod requested issue #45332 to be considered for backport to the next 1.15 minor release.

@gopherbot Please backport to 1.16. We plan to revert to the 1.15 behavior.

No gopherbot, you are confused. 1.15 already has the 1.15 behavior. No need to revert there.
