If visit 1 happens only then allow visit 2 to happen and this could be given to two different vehicles in ortools

I have a problem in which I want to mandate that visit 2 will only happen if visit 1 is completed. I can do this by giving different non overlapping time slots but I am not able to mandate.

Secondly i want the solver to distribute these visits to multiple vehicles as well if possible.
Let me know if anybody has any way to do this.
