Update HCL and go-cty to fix optional and default attributes

• Add test cases that verify all the below issues are fixed

• Fixes inconsistent map element types - defaults inside optional object #32157 (Fixed by Don't insert default values into null objects hcl#567)
• Fixes Terraform crash with nested optional default values #32152 (Fixed by https://github.com/zclconf/go-cty/pull/143)
• Fixes Default (optional) values in nested null object cause it to be non-null #32160 (Fixed by Don't insert default values into null objects hcl#567)
• Fixes Strange behavior with optional type constraint and variable default values #32109 (Fixed by https://github.com/zclconf/go-cty/pull/144)

Great idea to add tests here as well as upstream, that really helps codify Terraform's expectations of the cty/hcl behaviour!
