Add "categories" "expanded": true setup in gui

The idea is to restore the functionality of version 1.0.0, i.e.,
To have the categories open when the board loads.
“expanded”: false for those who prefer the new behavior.

Would love to be able to expand the categories inside system health monitoring as well, currently all collapse and don't have json or option to keep them expanded by default
