loop over arguments without hitting the limit

hi @hrbrmstr thanks again for doing that. I actually found a post that shows the syntax to loop over the issue, region and epiweek arguments without hitting the API limit.

I think this could be handled internally by delphiepidata. Otherwise let the user know the api can only retrieve all the historical data for one single region at a time.
