I messed up big time here. The property names held by SCHEMAGEN_CREATE_TARGET and SCHEMAGEN_DROP_TARGET are incorrect.

It's supposed to be jakarta.persistence.schema-generation.*scripts*.create-target, not jakarta.persistence.schema-generation.create-target.

I wonder if people will yell at us if we try to fix this in a micro.
