The pipeline is an experiment. Each repo is a perturbation. Each PR is a measurement.
Prediction: PRs that pass gemini volley + codex crosscheck + tone matching merge at the same rate as human PRs on the same repos.
Status: PARTIALLY CONFIRMED. 26 merged / 76 resolved = 34% raw, 47% adjusted (excl. external + credence tests). Net-deletion/docs PRs merge at 100%. The code passes review; the detection vectors are meta-behavior (review response speed, resubmission pattern) and template compliance, not code quality.
Key insight (2026-05-12): Detection has shifted from code quality to behavioral signals: review response speed (cucumber/gherkin), resubmission after rejection (jellyfin-tui ×3), and template compliance (immich ×2, openbao). The code itself is not the failure mode — the pipeline's interaction pattern is. New detection vector: rejection cascade — maintainer hostility escalates with each subsequent PR to the same repo.
Refined prediction: Merge rate correlates with (1) reasoning depth in PR descriptions and (2) interaction pacing. Repos where the first PR is rejected should be on 7-day cooldown minimum.
Prediction: Starting from a specific maintainer-acknowledged issue yields more mergeable PRs than browsing repos for interesting problems.
Status: CONFIRMED (weakly). Issue-first is the pipeline default. All merged/approved PRs came from issue-first. But the comparison is unfair — we haven't tried repo-first at scale.
Prediction: PRs to repos where the contributor has merged PRs before merge faster and more often than cold PRs.
Status: SPLIT into H2a and H2b.
H2a: Standing gates big repos (>5k stars, multi-maintainer). pallets batch-close, tinygrad ban, Enzyme (earned mid-PR through competence demonstration). At scale, reviewers screen contributors before reading code. Standing is the filter.
H2b: Small repos (<5k stars, solo maintainer) skip the standing gate. bat (12 min, first PR), osctrl (instant, first PR), xtend_tuya (instant, first PR), numpyro (8 rounds but merged, first PR), airflow (approved, first PR — large project but process-driven review substitutes for standing), Infiltrator.jl#176 (instant, first PR), flux#1589 (review iteration, first PR, earned approval), tach#931 (review iteration, first PR). Code quality alone is sufficient. The maintainer reads the diff, not the profile.
H2c: Standing compounds within a repo. osctrl#810 merged with maintainer APPROVED+thanks — second merge after #807. agent-of-empires#1042 merged instantly (but maintainer uses Claude himself — confounded). flux#1592 getting constructive review after #1589 merged.
Social standing does not transfer. dapr CTO LinkedIn connection did not influence code reviewer. Warm leads must be code reviewers, not executives.
Implication: scoring should weight standing for repos >5k stars, ignore it for smaller repos. The pipeline's sweet spot is small repos where standing doesn't gate. Second PRs to repos with prior merges should be prioritized (H2c).
Prediction: One PR per repo per merge cycle avoids the "11 PRs in 2 days" pattern that triggers bans.
Status: CONFIRMED. Drip queue enforced since session start. Org gate added after pallets batch-close (3 PRs hit davidism's inbox on the same day). No new ban events since org gate.
New gate needed: rejection cooldown — 7 days per repo after any closure. 3 repos triggered this pattern (jellyfin-tui, llama.cpp, immich). Added to drip skill.
Prediction: Repos with welcoming contribution guides and "good first issue" labels have higher PR volume, not higher merge rates. The supply of contributors increases faster than the acceptance rate.
Status: PARTIAL CONFIRMATION. gemini-cli (AI-friendly, Google-backed) has extensive bot reviews and competing PR density. uptime-kuma explicitly anti-AI. litestar has formal AI policy.
Retro note: Check competing PR density, not just policy friendliness.
Prediction: For solo-maintainer repos, doc fixes and error message improvements merge; domain-specific bug fixes get rejected because the agent doesn't understand the domain.
Status: CONFIRMED. mprocs: #216 (9-line doc deletion) merged. #212 (config-vs-state bug) killed by gemini. #217 (docs: command menu) open. fx (solo maintainer, 358 stars): #414 merged instantly, zero comments. wader/fq (solo, 10.8k stars): #1314 merged, 1 comment. The pattern: solo maintainer + trivial docs/fix = instant merge. Solo maintainer + domain bug = gemini kill or wrong fix.
New evidence (2026-05-11): The 200-500 star bucket produced 6/8 repos with fixes in round 3. Small repos with solo maintainers are the highest-merge-probability target when the fix is boring.
Prediction: Random dice rolls over language × signal × sort produce repos that deterministic search misses. The exploration value comes from the dice, the quality comes from the filter.
Status: PARTIAL. d20 search ran once (5 rolls). 2/5 legs were maintainer-type, both found candidates. 3/5 issue-type legs returned empty or spam. The maintainer-type leg (30% probability) has higher hit rate than issue-type. 576 combinations is enough stochasticity for GitHub's long tail.
Retro: Issue-type legs fail because generic labels ("good first issue") cluster in the same popular repos. Maintainer-type legs work because they search a different axis (who needs help vs what's broken).
Prediction: Not all issue sources produce equal candidates. Sources closer to the maintainer's actual needs yield higher merge rates than generic searches.

Status: EARLY DATA. The one merge (bat) came from prior contributions — the maintainer already knew the contributor. Label search produced volume but near-zero merges so far. Maintainer-first finds receptive maintainers but issue selection was wrong until H5 corrected it. Ecosystem graph is promising but unproven.
Key insight: The source determines both the repo quality AND the issue quality. Maintainer-first finds good repos but the agent still picks bad issues (H5). Label search finds labeled issues but the repos are overcrowded (H4). Prior contributions find both good repos and good issues because the contributor has context.
Implication for skill: Issue source should bias toward prior contributions first, then ecosystem graph, then maintainer-first (with H5 easy-first filter), then label/d20 for exploration. The current d20 weighting (70% label, 30% maintainer) should probably flip.
Prediction: A trivial fix to a real bug merges faster than an excellent fix to a complex bug. The pipeline's advantage is throughput, not depth.
Status: CONFIRMED (weakly). bat#3734 merged in 12 minutes — a zsh completions fix, trivial. mprocs#216 (9-line doc deletion) pushed and likely to merge. Meanwhile: marimo#9490 (140 lines, 11 files) and gemini-cli#24736 (multi-week, architectural) are still waiting. The simpler the fix, the faster it lands.
Evidence: dapr#9923 (complex race condition) — wrong fix. mprocs#212 (config-vs-state) — gemini killed. hashicorp/serf (gossip protocol) — gemini killed. The complex issues are where the pipeline fails. The simple ones are where it succeeds.
Implication for triage: Score by estimated complexity (inverse), not by issue "importance." A 3-line error message fix that merges is worth more than a 200-line architectural fix that gets rejected.
Prediction: Writing a failing test on master before implementing the fix catches fixes that solve the wrong problem. If the test passes on master, the bug doesn't exist (or the test is wrong). The previous pipeline skipped this step and produced fixes that passed their own tests but fixed imaginary bugs.
Status: CONFIRMED (first test). dapr#9772 re-triage with TDD pipeline stopped at step 4a (devil's advocate). The agent found: (1) integration tests for the feature already exist and pass, (2) maintainer confirmed "working as intended," (3) the user's mental model differs from the architecture's semantics. No code was written. No fix was attempted. The correct answer was "not a bug."
Falsification: If the devil's advocate step becomes a false-negative gate - rejecting real bugs because the agent convinces itself "this isn't a bug" when it is.
Key insight: Tests validate code, not hypotheses. A test that passes on both master and the fix branch proves nothing. The TDD gate forces the test to be a hypothesis: "this specific input triggers the bug." If master already handles it correctly, the hypothesis is wrong.

Merge rate (since 2026-05-09T00:34:00Z): 19/37 = 51%. Down from 56% as resubmission closures added denominator. Resubmission-after-rejection is now the #2 pipeline error category. Rejection cooldown gate will prevent this going forward.
- Org gate is the binding constraint. 43 dripped entries blocked. Pipeline produces branches faster than maintainers review. Correct behavior.
- Monitor tick ROI confirmed. 6 review responses in session 8. lwgps applied maintainer changes (likely merge). opendal merged upstream (likely merge). 3 PRs correctly closed (saving maintainer surface).
- Leaderboard validates breadth. #2 globally for cross-repo voluntary contributions (rate < 90%). Only mvanhorn (Lyft co-founder, 82% rate, 12 repos) ranks higher. SAY-5 (51 merges, 64%, 48 repos) is volume-first.
- One triage per repo. Batching 5 repos into one triage agent worked but violated the skill contract. Agents deprioritize later repos. Fixed in memory.
- Rejection cascade is a new failure mode. jellyfin-tui: #192 rejected (wrong approach) → #193 pushed next day (same fix, maintainer: "Is this automated?") → #194 pushed (clippy cleanup, maintainer: "ai slop"). Each subsequent PR was judged more harshly. The pipeline has no rejection cooldown per-repo — the drip gate only paces per-org. Fix: rejection cooldown = 7 days per repo after any closure. Added to drip skill.
- Review interaction speed is a detection vector. cucumber/gherkin maintainer mpkorstanje reviewed, requested changes, got a response, and concluded "I don't get the impression there is a human in the loop." The code was correct but the response pattern was too mechanical. This is a new detection axis: not code quality, not PR description, but interaction cadence.
- Second merges compound standing. osctrl#810 merged (second from same repo after #807). Maintainer javuto APPROVED+thanked. flux getting constructive review on #1592 after #1589 merged. H2c pattern emerging: standing within a repo accelerates subsequent PRs.
- Net-deletion PRs remain highest-probability. agent-of-empires#1042 (87 net deletions) merged instantly. Pattern holds from session 6.
- Review iteration PRs merge at high rates. tach#931 (3 rounds with DetachHead), flux#1589 (CHANGES_REQUESTED → APPROVED by nilehmann). When the pipeline responds well to review feedback, maintainers approve. The review iteration itself demonstrates competence (H2/Enzyme pattern).
- Template compliance remains unresolved. immich#28377 is the SECOND template auto-close after #28375. openbao#3067 was CONTRIBUTING.md non-compliance. The session 6 skill patch (step 0d) either wasn't applied to these PRs or the template format wasn't matched correctly. Implementation gap.
Dated session retros and one-off investigations: HYPOTHESIS_GRAPH.retros.md
Prediction: A mandatory read-only diagnosis step before implementation catches fixes that treat symptoms instead of root causes. The diagnosis identifies the existing architecture's solution to the problem, preventing the agent from overriding it with a naive alternative.
Status: CONFIRMED (first test). jellyfin-tui #187 (high CPU usage).
The delta: The sonnet agent asked "how do I reduce CPU usage?" and answered "cap the frame rate." The opus bug-hunt asked "what is the existing mechanism for controlling redraws?" and answered "dirty flags, and they work. The problem is the idle loop polls too fast, not that the rendering is too frequent."
Falsification: If bug-hunt produces the same wrong-approach recommendation as the triage agent, the step adds cost without value. The test: run bug-hunt on opus AND sonnet for the same issue, compare diagnoses.
Cost: ~70k tokens for a thorough diagnosis (jellyfin-tui). Trivial issues (typos, missing error messages) return "obvious fix, no architecture concerns" in <10k tokens. The cost scales with domain depth, which is exactly when the value is highest.
Pipeline change: Bug-hunt is now mandatory in triage step 4a. Runs before TDD, before implementation. The diagnosis constrains the fix: if the existing architecture handles the concern, the fix must work within it, not around it.
Prediction: Repos where the primary artifact is a graphical or terminal UI application will have near-zero merge rates because (1) the agent cannot visually verify fixes, (2) render architectures (dirty flags, event loops, frame limiters) encode domain invariants the agent misreads, and (3) wrong fixes to visual code are immediately obvious to the maintainer, triggering faster rejection and AI detection.
Status: CONFIRMED (N=1, strong signal).
Falsification: A merged PR to a GUI/TUI application repo where the fix touches render/display code.
Pipeline change: GUI/TUI application repos added to actionable skill kill list. UI libraries remain borderline — fixes may be testable if they don't require visual verification. See drip gate 0a for rejection cooldown that prevents the jellyfin-tui cascade pattern.
Prediction: True credence rejections (clean work rejected on identity/disclosure grounds, not on technical or policy substance) are a small fixed fraction of closures (~9% per existing taxonomy). The further-filtered subset that warrants copyleft action — substantial expression, no good-faith engagement from any maintainer in the org, leverage-positive target — is roughly 1-2% of closures.
Status: PARTIALLY CONFIRMED, projection preliminary.
Projection rate: 1 actionable per 44 closures → at current pipeline volume (~60 closures/week per recent data), ~1-2 actionable copyleft targets per month.
Distinction from gate effects: Gates (CONTRIBUTING.md compliance, AGENTS.md compliance, why-gate, em-dash, summary-reasoning, rejection-cooldown) do not reduce true credence — they reduce false-credence-shaped pipeline errors that previously got filed under the credence column. The true-credence rate is approximately stable; what changes is the proportion of "AI rejected" that survives honest filtering. This refines H0's framing: the dominant detection vector is meta-behavior + policy compliance, with identity-only rejection a small residue.
Implication for the leverage portfolio: Copyleft-of-rejected-work is a strategically real but volumetrically small move at current pipeline shape. The portfolio grows at single-digit pieces per year, not per month. This is consistent with the prework-track / political-statement-fork framing — these artifacts are positioned, not produced. The strategy was over-pitched as a routine extraction; it's actually an exception extraction.
Falsification: If a one-month window produces zero actionable copyleft targets after honest filtering, the rate may be even lower than 1/month (still consistent with H13's general claim of "small"). If it produces 5+, the actionable subset is larger than this filter exercise suggests, which would invalidate the "1-2/month" projection while leaving the reservoir-size claim intact.
Cost: Filter discipline matters. Without the substance threshold, engagement filter, and patience window, the apparent credence rate inflates 10× and produces a portfolio of weak-leverage gestures rather than substantial sealed forks.
New merges (5): airflow#66686, xtend_tuya#930, osctrl#807, pertpy#965, numpyro#2188. All issue-first, all <200 lines code.
New closures (3): dapr#9924 (design-intent blindness), jellyfin-tui#192 (wrong approach — bug-hunt was right), llama.cpp#22873 (AI bot detection).
Running total: 15 merged / 43 resolved = 35% raw, 56% adjusted.
Key findings this retro:
- H2 is weakening. 7/15 merges came from cold first PRs. Standing is not a universal gate — it only fires at high-profile repos or during volume spikes. Social standing (dapr CTO) does not transfer to code review.
- H11 confirmed. jellyfin-tui maintainer rejected fps-cap for exactly the reason bug-hunt predicted (dirty-flag architecture). Maintainer is interested in the correct fix. Follow-up opportunity.
- QA gate ROI confirmed. pertpy merged after QA caught 6 bugs. 13 total bugs caught pre-push across pipeline (7 session-4 + 6 pertpy).
- Pre-registration accuracy is 83% (5/6). The miss: dapr — social warm lead predicted merge, code reviewer rejected on design intent.
- Pipeline errors are the biggest drag. 11 of 28 closures are pipeline errors. Adjusted rate without them is 56%. The three new errors are all preventable: bug-hunt would catch jellyfin-tui, staleness check would catch ballista, design-intent probe would catch dapr.
New merges (2): rustledger#1094 (gitleaks binary swap), pertpy#965 (multicomparison figsize fix from session 5 landing).
Running total: 15 merged / 33 resolved = 45% merge rate (post-epoch).
H0 evidence:
- FOR: rustledger (solo maintainer, 242★, CI fix merged same day). QA caught file clobber + no checksum — would have been rejected without gate.
- FOR: 3 approved PRs pending merge (godot#119362, servo#44846, opendal#7513). Pipeline producing merge-ready PRs.
- AGAINST: immich#28375 closed — auto-closed for not following PR template format (CONTRIBUTING.md). Not AI detection — pure template compliance failure. Pipeline error: triage didn't read the PR template requirements.
H1 evidence:
- FOR: All session 6 triage came from actionable search (issue-first). 27 new repos triaged, 8 evicted (HostlistsRegistry content repo, jwt-cli stale PRs, abtop competing PRs, hyundai-kia no bugs, ida-mcp-rs too-fast maintainer, ytmusic-deleter AI-hostile, immich AI policy, openbao certification).
- Eviction rate 30% — higher than session 5's 20%. The 200-500 star bucket produces more candidates but also more misses.
H2 evidence:
- FOR: flux#1592 got constructive review (nilehmann asked for allocation fix, not rejection). Second PRs get technical feedback. Standing transfers within org.
- FOR: free-proxy-list#49 maintainer responded "Good job 👍" and asked for sourcery review follow-up. Engagement within hours.
H3 evidence:
- FOR: Org gate enforced at 1 PR per org. 20 shipped PRs, all in different orgs. Zero ban events.

- FOR: Solo maintainer repos in 200-500 star range: rustledger (instant merge), free-proxy-list (engaged), cackle (queued). Pattern holds.
- AGAINST: jwt-cli (solo maintainer, 255★) evicted — 7 stale PRs despite "happy to review." PR age distribution is acceptance signal, not stated intent.
- NEW LESSON: Fast maintainers (ida-mcp-rs, 24-48hr fix cycle) leave no contribution surface. The sweet spot is overwhelmed maintainers with backlogs, not responsive ones.
H7 evidence (new):
- FOR: AI policy pre-check identified 6 repos with anti-AI policies. Credence tests complete — uptime-kuma (label), llama.cpp (automated), litestar (AI_POLICY.md), immich (CONTRIBUTING.md), openbao (certification), ytmusic-deleter (comment).
- KEY FINDING: 80% of "AI slop" rejections were policy-based, not quality-based. QA found 0 bugs on 4/5 slop-labeled PRs. uptime-kuma cherry-picked the rejected code.
QA gate data:

- Concurrency ceiling: 20 opus agents = CPU 100%. Sustained: 15 agents.
- JSONL key normalization: int→string fix resolved phantom triaged inflation (190→126).
Delta since last retro (2026-05-12 00:30): Minimal new signal. No new merges. 1 new closure (immich#28375, reclassified below). 16 new PRs from session 6 triage batch. 119 open PRs (was 103).
Reclassification: immich#28375 was classified as "AI policy in CONTRIBUTING.md" but the actual closure was auto-close for not following the PR template format. This is a template compliance failure, not AI detection. Reclassified from "credence test" to "pipeline error: CONTRIBUTING.md compliance."
CONTRIBUTING.md compliance is now the #1 pipeline error pattern:

- Action: triage skill must read PR template + CONTRIBUTING.md BEFORE implementation. Currently reads it too late (after fix is committed).
Org gate bottleneck confirmed: 86 QA'd entries blocked on existing PRs. The drip queue has more supply than the org gate can drain. Options: (a) wait for existing PRs to resolve (natural), (b) close/abandon stale open PRs to unblock (risky), (c) accept the bottleneck as correct behavior (pipeline is self-limiting). The correct answer is (c) — the org gate IS the pacing mechanism.
Inventory growth: 523 repos total (264 ready, 180 triaged, 45 evicted). The roster is growing faster than the pipeline can process. Actionable will need scoring adjustments to prioritize repos with highest merge probability (H5 sweet spot: 200-500 stars, solo maintainer, backlogged).
Merge rate stable: 15/44 = 34% raw, 15/27 = 56% adjusted. Raw rate dipped from 35% as immich closure added a denominator without adding a numerator. Adjusted rate unchanged — immich is a pipeline error, excluded from adjusted calculation.
Pre-registration for session 6 batch: 16 new PRs across new repos, most <48h old. Prediction: 5-8 will merge within 7 days (31-50%), based on session 4/5 observed rates for solo-maintainer repos. Repos most likely to merge: free-proxy-list#49 (maintainer engaged), pertpy#966 (warm org), osctrl#810 (warm org, prior merge).
Delta since retro 10 (16:17Z, 2h13m elapsed): 6 merges, 0 closures, 0 new opens. Raw merge rate: 32/82 = 39% (was 26/76 = 34%, +5pp in one cycle). Six different repos, all on first PR.

H2a refinement: Three separate large-repo cold-contributor merges in one cycle (hyperium, pylint-dev, godot). H2a as "stars gate standing" is too coarse. Refined: standing gates fire when (a) repo has explicit AI policy or (b) review schema demands prior context. Without those, big repos behave like small repos for surgical fixes.
H2c reproducibility confirmed: mgree's "you should be CI-authorized now" mirrors Enzyme's mid-PR approval pattern. Standing-earned-mid-PR is now a documented two-instance pattern. Trigger: responsive review iteration with concrete reproducer reports ("Windows tests pass clean").
H1 (issue-first) at 6/6 this cycle: Every merge had explicit closingIssuesReferences. Maintains H1's strongest-evidence position across the experiment.
H5 refinement: hotpath-rs +726 line port falsifies the "boring fixes only" reading of H5. Refined: solo maintainers accept bounded-scope large diffs (one platform, one feature). The acceptance condition is review responsiveness, not diff size.
Pre-registration for retro 12: 6 newly-warm repos (hyperium, jetzig, pylint-dev, mgree, pawurb, godot). Prediction: at least 2 will accept a second PR within 7 days (H2c compounding). Falsifier: zero second merges across all 6.
Delta since retro 11 (18:30Z, 5h30m): 2 merges, 1 closure, 1 revert. Raw merge rate held at 33/85 = 39%. Three first-of-kind outcome shapes appeared.
New outcomes:
- VictoriaMetrics/VictoriaMetrics#10934 — basicAuth.usernameFile CLI flags. f41gh7 APPROVED after DCO sign-off. 15k+★ multi-maintainer. H2a AGAINST + new fix-shape pattern.
- sorairolake/qrtool#1002 — exit code on QR-decode failure. MERGED THEN REVERTED. Maintainer: "I don't think this fixes #695. The images listed contain QR codes." Code was correct; interpretation of bug was inverted. First instance of merged-then-reverted.
- du82/nonograph#17 — selection anchor restoration. CLOSED with screenshot + "I read your blog. Interesting..." Maintainer found speedrunning-open-source post within 5h of publication and traced back. First H10 instance.
H10 (distribution detection) — FIRST INSTANCE. Post live ~18:00Z, closure 23:25Z. Same-day, single-hop propagation from blog → maintainer → eviction. Code was fine; closure was identity-based. H10 closures are not pipeline errors and not credence tests — they are intentional consequences of the public ship-defense-with-attack strategy. New retro taxonomy category: distribution_detection. Excluded from adjusted merge rate (predicted, not failed).
H10 propagation rate: appears to be hours, not days. Project: maintainers who close PRs after blog discovery will continue at low but nonzero rate as the post circulates.
H1 failure mode (issue misreading). qrtool#1002 is the first merged-then-reverted. Code passed review; interpretive error caught post-merge. Issue described regression images (should decode but didn't); agent shipped inverse fix (return error on no-decode). H1 still strong overall, but H1's success requires reading issue's attached evidence, not just title/body. Triage skill should fetch issue attachments.
New preferred fix shape (config-layer mirroring). VictoriaMetrics#10934 confirmed: when feature X exists in config layer A but not B, mirroring is mechanical, justification automatic, reviewer verifies by analogy. Add to actionable scoring.
Pre-registration for retro 13:
- H10 propagation: predict 1–3 distribution-detection closures within 7 days as post circulates. Falsifier: zero.
- H2c compounding (carry-forward from retro 11): still tracking 6 newly-warm repos. No second-PR submissions yet (actionable wound down).
Delta since retro 12 (~1h30m): No new merges or closures (low pipeline activity window). Session focus was retrospective: filter exercise on cumulative closed PRs, gate addition for AGENTS.md, first action on a credence-rejected branch.
New hypothesis registered: H13 (credence-reservoir size). Documented above as full hypothesis section. Summary: true credence rejections are ~9% of closures (line 174 taxonomy); the actionable copyleft subset after substance + engagement + patience filters is ~1-2% of closures. Filter exercise on 44 external candidates from prior 2 months yielded 1 actionable target (du82/nonograph#17). Gates reduce false-credence-shaped pipeline errors (CONTRIBUTING/AGENTS non-compliance, summary-reasoning failures), not true credence. The actionable copyleft portfolio grows at single-digit pieces per year, not per month.
First sealed political-statement fork executed. kimjune01/nonograph:fix-selection-anchor-restoration re-licensed AGPL-3.0-or-later (commit ea2831b). The fork itself is the contribution; no further action required. See du82-nonograph/RETRO_GRAPH.md for full record.
New gate: AGENTS.md compliance. Added to drip skill (parallel to CONTRIBUTING.md gate) and to public action.yml. Detects: blanket AI prohibitions, required title markers (e.g. openbao 🤖 emoji), required disclosure fields. Teaching incidents: openbao#3067, kanidm#4339. Both were ours-fault closures (we shipped without reading AGENTS.md), now caught pre-push.
Filter exercise findings (manifest discipline):
- 44 external candidates from past 2 months
- 22 eat-the-loss (our procedural failures: duplicates, our-error closures, CONTRIBUTING/AGENTS non-compliance)

Closure-category clarifications:
- ruff#25066: was classified as credence; on review, the maintainer's reason ("summary doesn't explain why decisions were made except by reference to my feedback") is the summary-reasoning-check failure already documented. Pipeline error, not credence.
- llama.cpp#22873: was classified as credence; on review, closed by ggml-gh-bot citing CONTRIBUTING.md. Pipeline error (CONTRIBUTING non-compliance), not credence.
- jellyfin-tui ×3: was classified as credence; on review, all three violate the no-GUI/TUI rule (we shipped untested rendering code). Pipeline error, not credence.
- These reclassifications strengthen H13: the true credence rate is even lower than the 9% taxonomy figure suggests, because some "credence" entries trace back to gate-fixable pipeline errors.
Strategy distillation: empirical, public, copyleft. Three-word position that ties together prework-track, dual-licensing, disclosure-is-the-point, verification-token, and credence-reservoir hypotheses. Each word addresses what the others can't: empirical without public = invisible production work; public without empirical = thought leadership without artifacts; copyleft without public = leverage no one knows you have. The triple is the unique cell that differentiates from both academic (theoretical/gated/permissive) and corporate (empirical/private/work-for-hire) defaults. Memory entry pending.
Pre-registration for retro 14:
- H13 actionable rate: predict ≤2 new copyleft-target candidates emerge in next 30 days under filter discipline. Falsifier: 5+ candidates emerge cleanly.
- AGENTS.md gate effectiveness: predict zero new openbao/kanidm-class procedural-credence misclassifications in next 30 days.
- Sealed-fork visibility: predict zero engagement on the nonograph AGPL re-license commit (the artifact is positioned, not announced; visibility is downstream of strategy invocation, not strategy execution).
- Issue-misreading rate: predict <5% of merges get reverted (qrtool was 1/8 = 12.5%; expect baseline regression).
New hypothesis registered: H14 (closed-PR reflow). Push commits to existing fork branch on a closed PR + comment with hypothesis graph. Pushing to a closed PR's branch does not trigger broad notifications (only author + thread participants), so this is a low-friction retry channel that does not show up as batch submission. Falsifier: zero reopens across 10+ attempts at non-banned, non-policy-violating closures.
Session run, 6 candidates:
- openbao#3067 — abort, anti-AI policy in CONTRIBUTING + AGENTS
- litestar#4755 — abort, anti-autonomous-agent AI_POLICY + maintainer ruled out approach on follow-up PR
- astro#16704 — abort + transparent comment pointing to compiler#1162 (wrong-layer fix; right fix already in flight at sister repo)
- concord#48 — abort + comment, superseded by AnalogCyan#50 merged 53min before close (push would have been a regression)
- click#3414 — full pipeline ran (failing test, fix, Gemini attestation, push to fork) but comment blocked, kimjune01 org-blocked on pallets. Block predates session; comment attempt was the detection event. Three pallets silent-closures (click#3414, jinja#2166, quart#464) all the same block.
- ruff#25073 — full reflow executed, addressed 2 inline comments + 5 unit tests + Gemini attestation, fast-forward push, comment posted. Only true Q+ε test in the batch.
H14 status: 1 true test (ruff), 5 substantive aborts. Surface gh search prs --state closed does not surface closure substance — every "candidate" required deeper investigation (CONTRIBUTING.md, follow-up PRs, competing PRs, comment-block probe) to disqualify. Reflow target eligibility requires /investigate before implement.
New rule: comment-block preflight. Before investing investigate/implement/QA cycles on a closed PR, dry-run a comment to detect org-wide blocks. Org blocks are silent and look identical to noise-filter silent closes until the comment 403s. Added to sweep skill Rules.
New permanent evictions: pallets (org-wide block), openbao (anti-AI CONTRIBUTING + AGENTS), litestar (anti-autonomous-agent AI_POLICY). See reference_evicted_orgs memory.
New hypothesis registered: H15 (hypothesis-graph-as-comment scales with PR complexity). Posting a hypothesis graph as a PR comment functions as a substance signal only on multi-layer / architectural PRs. On simple fixes (small diff, single file, single invariant) the graph reads as ceremonial bot-overproduction. Asymmetry: cheap to produce (one Skill call), variable cost to receive (depends on PR complexity).
Two H15 data points in flight:

- H15 engagement asymmetry: predict compiler#1162 gets reviewer engagement on the graph comment (or surrounding code) within 7 days; predict ruff#25073 graph elicits no reaction beyond the reflow itself. Falsifier: inverse pattern (ruff engages on graph, compiler ignores it).
- Astro abort comment (#16704) goodwill: predict no negative reaction; possible weak positive (silent acknowledgement). Falsifier: ematipico responds dismissively or hides comment.
H15 refinement (immediate, same retro): Better gating than complexity-threshold is request-gated — produce the graph when a maintainer asks "why" or pushes back on the approach, not as standard issue per PR. We have only seen a couple of "why did you do this" incidents so far, so the format's signal value is preserved by scarcity. Proactive graph-posting on every multi-layer PR would burn through that. Compiler#1162 graph comment is the proactive test case (no one asked); ruff#25073 graph comment was reactive (addressing MichaReiser's inline review). The reactive case should outperform the proactive case if H15-refined holds. Falsifier inversion: if compiler#1162 gets engagement on the graph and ruff#25073 doesn't, request-gating is wrong and complexity-gating wins.
Retro 15 (2026-05-13T17:00Z) — H15 paired test live, free-proxy-list quality bar, two investigations in flight
Delta since retro 14 (1h): No new merges or closures. Session focus: (a) compiler#1162 hypothesis-graph comment posted as the proactive H15 test case; (b) gfpcom/free-proxy-list#49 coderabbit findings addressed (port casting + test naming) with 12-test suite + Gemini attestation; (c) git-spice#1149 and uutils/coreutils#12208 investigations dispatched.
H15 paired test now live. Reactive case: astral-sh/ruff#25073 hypothesis-graph comment was a response to MichaReiser's two inline reviews. Proactive case: withastro/compiler#1162 hypothesis-graph comment posted unsolicited on multi-layer architectural fix. The two cases differ on (a) request-gated vs proactive, (b) PR complexity. If reactive outperforms proactive, request-gating wins. If complexity dominates, proactive on the multi-layer case engages and reactive on the smaller case doesn't matter.
New finding: 'trigger CI' commits on closed PRs as engagement signal. ruff#25073 had an empty [CI] trigger commit pushed by MichaReiser AFTER the close, which forced the reflow to rebase rather than fast-forward initially. This is a weak positive signal — the reviewer hadn't fully dismissed the PR. Pre-registration for retro 16: scan close-then-CI-commit pattern as a reflow eligibility signal in future closed PRs.
Friendly-maintainer parameter introduced. gfpcom/free-proxy-list maintainer pattern (👍 emoji, "Excellent PR", "Good job") logged as friendly_maintainer=true + scoring_bonus=+1. Track whether this parameter correlates with merge rate over future actionable selection.
Code-quality-bar test passed. free-proxy-list#49 reflow on the active PR demonstrated the pipeline's ability to add measurable rigor: 12 explicit port-validation test cases + math-package guards replacing implicit int-overflow handling + Gemini attestation. Pre-registration: predict merge within 7 days; falsifier silence past 14 days.

New hypothesis registered: H16 (alt-fix-preempted as distinct closure class). Observed N=2: Jaxx497/NoctaVox#21 (maintainer's auto-regenerate fix preempted our actionable-error fix), feldera/feldera#6219 (#6042's read_rows/log_json_paths partially overlap our read_table/log_files). Distinct from rejection (no standing damage), distinct from silent close (maintainer engaged). Triggered when our PR overlaps in-flight maintainer work the issue thread doesn't surface. Cost asymmetry: wasted investigation budget, no eviction risk. Detection signal: git log --since=30d -- <files-the-fix-touches> on default branch — recently-touched files indicate hidden work-in-progress; stale files are safe.
H15 reactive paired-test data: N=4 reactive, 1 proactive.

H17 (new): hypothesis graph carries different rhetorical loads. Same artifact (the hypothesis table), three observed modes:
- Pushback mode (harper#3336): "your concern is already addressed, here's the test." Graph proves the work is done.
- Defer mode (feldera#6219): "we believe ours is complementary, but you decide the scope split." Graph hands the maintainer the framework to choose, not the answer.
- Embedded mode (Fyrox#918): reasoning lives in the reply prose, no separate graph link. Used when the divergence is small enough to explain inline. Each is reactive. Each preserves both contributors' standing. Pre-registration: defer mode merge rate ≥ pushback mode merge rate (defer is lower-friction for the maintainer; pushback requires they accept evidence against their position).
Empty-diff QA at N=2 (PyCQA/bandit + sharkdp/fd, retro 15 ambiguous). Not yet skill-rule-worthy. One more occurrence escalates to /qa preflight.
CLA-as-standing memory (ag2#2805) — H2 sub-case: CLA signature replaces prior-merge gate at CLA-gated orgs. Single signature transfers across the org's repos. Shifts H2a/H2b boundary at large repos that use CLA workflow.
silent-batch-close memory (pvolok/mprocs #217+#218) — new failure mode under H2/H4: solo maintainer batch-closes 2+ PRs in same minute as eviction signal. 7-day cooldown auto-applied via [[feedback-rejection-cooldown]].
Pipeline-correctness improvements (folded, not new hypotheses):
- /ship per-branch gate files + push step (closed structural gap where 12/23 candidates had no fork branch)
- Already-shipped dupe preflight (caught 4/5 false-positive ship attempts on first run)

- jj#9459 macos-x86_64 rerun: predict yuja or another approver re-kicks the job within 7 days; PR merges. Falsifier: silent.
- ai-policy CACHE_VERSION=2 false-positive rate: predict 0 new false-positive evictions in next 30 days. Falsifier: 1+ FP eviction caught by manual review.
Prediction: When codex is unavailable (quota / rate-limit), gemini-fallback adversarial review produces a measurable fraction of fabricated findings — claims about code that doesn't exist in the diff. The single-reviewer mode lacks the cross-check that catches gemini's hallucinations.
Status: CONFIRMED (N=3, 2026-05-14). Codex rate-limited until 2026-05-17.
Pattern: Gemini-only mode is high-recall (catches real bugs) but low-precision (also flags non-existent ones). Codex-as-tiebreak previously absorbed the false positives; without it, the human (or the QA agent itself) becomes the ground-truth check.
Falsification: If a future codex window shows the same fabrication rate on identical diffs (gemini still flags non-existent things even when codex is available), the issue is gemini's calibration, not the rate-limit.
Implication: Until 2026-05-17, every gemini-only PASS needs a manual ground-truth check on flagged-then-refuted claims. Document the refutation in the attestation. Don't ship without it. Consider adding a third reviewer (claude-as-judge?) to break ties when codex is out.
Prediction: AI-powered review bots (pullfrog, coderabbit, etc.) running on PRs produce a non-zero rate of substantive bug catches. Filtering all bot comments per default skill rule discards real signal.
Status: CONFIRMED (N=1, 2026-05-14).
Pattern: Bot reviews CAN be substantive when the bot has been tuned to read diffs in context (pullfrog uses GPT). The skill rule "filter bot comments" is overbroad — it should filter bot noise (codecov stats, CLA reminders, dependabot pings) but not bot review comments with code references.
Falsification: If a survey of bot review comments across N PRs finds <5% substantive content, the default-filter rule was correct and this is a one-off.
Pipeline change: /pr-state should classify bot comments by content shape, not by author. A bot comment that includes specific line/file references and a falsifiable claim warrants /investigate; pure status pings stay filtered.
Prediction: PR descriptions that overclaim the motivation (e.g., "fixes a deprecation warning" when no warning fires) invite maintainer pushback even when the underlying refactor is correct. The cost is paid in merge rate; the benefit is zero (the refactor stands or falls on its own merits).
Status: CONFIRMED (N=1, 2026-05-14).
Pattern: Over-stated motivations are a credibility tax. A maintainer who notices one false claim discounts the entire PR. The fix is not stronger claims — it's accurate framing of why the refactor matters.
Pipeline change: Pre-ship gate should ground-truth empirical claims in the PR body. Anything of the form "X triggers Y" should be runtime-verified before being asserted. Reframing language ("aligns with upstream direction", "matches the documented contract") is safer than mechanism claims when the mechanism hasn't been verified.
- Demote-key bug in tick.py. /ship demote entries that lack the
issuefield stay invisible to tick.py because dedup usese.get("issue", e.get("branch")). boldsoftware/shelley and nicklockwood/SwiftFormat sat in dripped[] for hours despite being demoted. Fix: every drip-queue write must includeissueif the original entry has one. - Codex rate-limit quietly degrades QA quality. With codex out until 2026-05-17, gemini-only QA produces fabricated findings (H14). Every PR shipped during this window carries higher tail risk.
- Bot reviews are an underused signal. Filtering pullfrog/coderabbit by default discards real catches (H15).
- Repos.jsonl status drift. /triage skill writes drip queue picks but doesn't update repos.jsonl status from "ready" to "triaged". tick.py keeps reporting the same 9 ready repos every cycle. Infra-debt.
- Org saturation floor confirmed (third instance). 138 orgs blocked. Of 5 ship-eligible: 1 shipped (tracy), 2 hard-blocked (evicted/banned), 2 had broken gates. Effective ship count per wave ≤ 1. [[feedback-org-saturation-floor]] is now load-bearing — pipeline output is review-bound, not produce-bound.

Prediction: Appending a ## Hypothesis graph section to a PR body (with a link to a public per-repo HG file in kimjune01/sweep) raises (a) the rate at which a maintainer leaves any review action within 7d, and (b) the eventual merge rate, vs PRs without the section. Mechanism: the HG surfaces the reasoning the maintainer would otherwise have to reconstruct, lowering review cost.
Status: PRE-REGISTERED (2026-05-14T11:28Z, retro 14). Treatment launched, no outcomes yet.
Design:
- Treatment (n=12): one open PR per org,
## Hypothesis graphsection appended in-place, link verified 200 OK. - Control (n≈84): remaining open external PRs without HG-in-body.
- Pre-treatment baseline (full corpus n=236): with-HG=2 (own forks, 0 merged), without-HG=234 (94 merged, 42 closed, 98 open) → 69% review-touched merge rate among the closed-out subset.
- Treatment group at t0: all OPEN, 0 merged, 0 review-touched.
Confounds acknowledged:
- Selection by org diversity, not random within open queue → unblinded.
- HG link points to a sweep repo that itself discloses the pipeline → some maintainers may infer batch contribution and react adversely (interacts with [[feedback-batch-submission-detection]] and H10).
- Treatment timing clustered in one wave (11:28–11:34Z) → calendar-day effects shared across treatment.
Falsification (at +7d, 2026-05-21):
- If treatment merge rate ≤ control merge rate, the link adds noise without value. Retire H17 and remove HG-in-body from default drip.
- If treatment review-touch ≤ control review-touch but merge rate matches, the link is read but not load-bearing — keep as transparency artifact, not as merge lever.
- Adverse signal (any treatment PR closed citing the sweep repo or the pipeline disclosure) counts double — 1 such closure ≥ 5x the prior of "neutral exposure."
Sub-hypothesis H17a (detection vector): ≥1 of the 12 treatment PRs closes within 7d with a maintainer comment referencing the sweep repo, the HG file, or batch contribution. Falsifier: zero such closures, in which case disclosure-via-link is a free transparency win.
Repaired post-launch: chalk (junebot link → sweep), clap-rs (main → master). Note as procedural — ensure pre-launch link verification covers fork remote names and default branch.
Sub-hypothesis H17b (maintainer-class moderates link reception): the H17 effect is not uniform across maintainers. Scientist-class maintainers (academic PIs, grad-student-staffed compilers, formal-methods libraries) read a falsification log as a methods section, because for them the trace IS the product. Engineer-class maintainers (paid OSS, solo hobbyists, product tooling) read the same artifact as bot prose, because time-saved is the currency and a slow trace is overhead. Predicts: heterogeneity in H17's effect is partly explained by maintainer class.
Initial evidence (n=2, both directions):
- Confirming (scientist): EnzymeAD/Enzyme #2816 (wsmoses, MIT/UIUC) merged with no bot framing question; retrospective log posted 2026-05-14 at #issuecomment-4454053341.
- Disconfirming for engineers: wild-linker/wild #1924 (davidlattimore, paid Rust linker work). Same format → "we want to talk to you, not your bot." Repo moved to
~/.sweep/human-only.txt.
Watchlist (scientist-class maintainers to monitor as new data arrives):
- @wsmoses — EnzymeAD/Enzyme (LLVM/MLIR autodiff)
- TBD — extend on encounter. Profile: academic affiliation, project = published artifact, reviews cite formal properties not just style.
Falsifiers:
- A second scientist-class maintainer closes a falsification-log PR citing bot disclosure → H17b falsified, Enzyme reception was wsmoses-specific not class-specific.
- A second engineer-class maintainer accepts prose+link without friction → H17b narrows from "class moderates" to "format matters more than class."
How to apply: tag scientist-class repos in repos.jsonl with reception: scientist; weight their merges/closures more heavily as H17b evidence than the engineer baseline.
Prediction: Posting a brief "looking at this — fix shape is X, will open PR" comment on a freshly-filed issue, after /investigate's pushout converges, raises the merge rate and shortens time-to-merge for the resulting PR. Mechanism: the maintainer reads the claim while the bug context is still warm in their head, sees a coherent fix shape before competing PRs appear, and forms a "this contributor is on it" prior that survives into the actual review. Compounds with H2c (warm-org) — claim builds incremental warmth even on cold-org first contact.
Trigger: post-investigate phase, gated per-repo by retro_param claim_after_investigate=true|false (default false). Operator opts in per repo from CONTRIBUTING signals: communities that welcome "I'll take this" comments (gitea-style) opt in; communities that prefer "just open the PR" (kernel-style) stay opt-out.
Operationalization: every claim emits issue_claimed event with repo/issue/body_preview. Match against subsequent qa_converged and outcomes.py merged/closed records by repo+issue. Compute:
- claim → merge rate vs no-claim → merge rate (same operator, same repo when possible)
- claim → time-to-merge median vs no-claim → time-to-merge median
- claim → comment count on PR (proxy for friction) vs no-claim baseline
Asymmetric risk: claim-then-ghost is worse than no-claim — the maintainer remembers the unfilled promise. The default-false retro_param + post-investigate (not post-prospect, not post-triage) gating is the conservative bound: claim only after the fix shape is grounded.
Falsifiers:
- claim → merge rate statistically indistinguishable from no-claim rate over n≥20 PRs each → H18 falsified, claim is pure cost.
- claim PRs accumulate more "please don't claim before opening PR" comments than they save in race-prevention → community norm dominates, narrow H18 to specific cultural niches.
- time-to-merge actually lengthens under claim (maintainer waits for promised PR instead of merging a competing one quickly) → H18 inverted, claim creates obligation that delays.
Cost: one gh issue comment per claimed issue (~1 line of maintainer-attention spend). Versus the wasted maintainer-attention of a closed-unmerged PR (the headliner waste), claim is cheap if it lifts acceptance even marginally.
Compounds with: recency-first prospect (gets us to the issue first); blind-blind investigate pushout (raises hypothesis confidence before we claim). The whole chain is "first to see → most certain → most credible" with the comment as the receipt at the certainty boundary.
Prediction: With codex subscription temporarily unavailable (~2026-05-15 through ~2026-05-17), qa's adversary_1 falls back to claude-via-CLI instead of codex-via-API. If sole-Claude review catches comparable bugs to codex-then-gemini in the surrounding windows, the dual-family design was redundant for the bug class qa actually sees. If catch rate drops measurably, dual-family carries real signal even at our problem scale.
Operationalization: During the outage window, qa logs provenance: "claude-cli-fallback" instead of provenance: "codex". Match against subsequent qa_converged outcomes by msg_id:
- bug-catch rate before/during/after outage
- false-positive rate (qa passed → maintainer closed with bugs)
- false-negative rate (qa failed → maintainer merged on follow-up)
Falsifiers:
- ≥30% drop in bug-catch rate during outage vs surrounding windows → dual-family was load-bearing, prioritize getting codex back / wire an alternative second family.
- Indistinguishable rates → dual-family was theater for this problem class; consider keeping the CLI fallback as default and treating codex as elective.
- Higher catch rate during outage → claude-only is somehow stronger (unexpected); investigate prompt or context-window differences.
Cost framing: the outage is free experiment — it would otherwise require deliberately disabling codex for a controlled period, with the same "what does the pipeline lose" question and no way to recover gracefully. Use the window.
Compounds with: the pushout design (project_sweep_investigate_pushout.md). If H19 holds (sole-Claude is sufficient), the pushout default secondary stays at sonnet rather than upgrading to codex — saves cost without losing signal. If H19 fails, the pushout MUST cross families.
Substrate/ops hypotheses moved to OPS_HYGRAPH.md
and renumbered as O1–O5. Mapping: H20 → O1 (activity-owned
observability), H21 → O2 (watchdog independence), H22 → O3 (leakdog
interface accounting), H24 → O4 (immunize routing actor), H25 → O5
(bless classifier-router). Continue with H23 below (still a PR-outcome
hypothesis about tissue engagement).
Prediction: Investigations that conclude "no fix to ship" but produce a concrete finding (already-fixed-upstream, premise-killed, policy-gated with provenance) have value the maintainer can act on. Posting a one-paragraph comment with that finding earns measurable engagement (acknowledgement, issue close, reply) without requiring our code to merge. The substrate stops being PR-only; the analysis itself becomes shippable.
Status: PRE-REGISTERED (2026-05-17, retro this-session). Side-hatch actor (tissue-actor) wired up. Drafts pending operator approval before posting — no auto-post. First batch from the 20 screened investigations identified by the [[O1-activity-owned-observability]] manifest pass, classified as no-fix with concrete provenance.
Mechanism: the pipeline previously only credited investigations that ended in a PR. Hypothesis graphs concluded "STALE — already implemented upstream #1820" or "Halted at policy gate (maintainer self-PR)" died on local disk. Those findings are useful to the maintainer — they're "you can close this" advice grounded in evidence the maintainer often hadn't seen. Side-hatch ships that finding directly as a comment instead of forcing it through a PR shape that doesn't fit.
Operationalization: new event report_back_posted carries (repo, issue, comment_url, draft_chars, signal). Match against:
- maintainer response within 7 days (any reply, reaction, close, or label change on the issue post-comment)
- subsequent PR engagement: when later PRs to the same repo get faster first-touch and higher merge rate from maintainers who saw a side-hatch comment
- mute rate: maintainers who explicitly ask us to stop, or repos where comments produce zero engagement across N attempts
Falsifiers:
- ≥70% silence rate across 20+ comments → side-hatch is noise; the operator-approval gate becomes a "discard" gate by default. Reframe: human-only side-hatch, machines stop drafting.
- Maintainer pushback ("please stop commenting unless you have a fix") on ≥2 repos → tone/framing is wrong; revisit prompt or kill the comment path entirely.
- Response rate decent (≥30%) but zero correlation with subsequent PR merge rate → comments earn local goodwill but don't transfer to standing. Still worth doing (free value to maintainer), but won't compound into H2c.
- Response rate decent AND correlated PR boost → confirmed; double down on tissue, prioritize artifact quality.
Operator-approval gate is load-bearing: unlike PR posting (deterministic gates plus drift policy), comment tone is judgment-heavy. One pushy or wrong-tone comment poisons the repo's prior on us. The drip-style queue + operator review keeps the substrate honest while we learn what lands.
Cost framing: drafting cost is one Sonnet call per artifact (cheap; artifact is structured). Posting cost is one gh issue comment (one API call). Reputation cost is the real currency — a comment with a wrong finding or apologetic-bot tone burns more standing than the PR pipeline gains in a week.
Compounds with: [[H0-quality-gated-AI-contributions]] (extends "quality is the differentiator" from code to comments); [[H2c-standing-compounds-within-a-repo]] (side-hatch is a low-cost way to plant the first contact in a repo we haven't PR'd to yet); [[H5-solo-maintainers-merge-boring-fixes]] (the tissue surface is exactly the maintainers we have least leverage with — they didn't want a PR from us, but they might want a "looks-already-fixed" pointer).
Prediction: PR merge rate is dominated less by the bug being real (we filter on that already) than by the maintainer's expected ROI on reviewing — small diff, addresses a labeled or known-painful bug, tests included, no public-API change, no core-module surface area, doesn't reopen a closed-as-WONTFIX discussion. Sorting candidates by predicted maintainer-ROI before queuing through investigate would lift merge rate more than any further upgrade to the test_attestation gate.
Why now: the 2026-05-17 bulk-attest practice round showed wide variance in attest outcomes that wasn't predicted by language or repo size, but DID correlate with rough ROI proxies — small-diff Go/Rust fixes attested + merged-on-the-margin; large-diff multi-file ones got test_passes_on_master or real fail-on-fix more often. The substrate currently treats "this issue exists + I can fix it" as a green light; it should treat "the maintainer would gain from this fix landing" as the gate.
Components of maintainer-ROI (operator's working list, to be refined):
- diff size (smaller = lower review cost = higher ROI per maintainer minute)
- issue labeled bug / good-first-issue / help-wanted (maintainer's own signal of want-this-fixed)
- issue age × interaction count (long-open + many commenters = high pain, high ROI when fixed)
- tests included (maintainer's regression-prevention preference)
- avoid: core-module, public-API, breaking-change paths (high cost-of-review-error)
- avoid: recently-closed-as-WONTFIX siblings (maintainer-rejected scope)
Falsifiers:
- A high-ROI-score candidate pool merges at the same rate as a random pool → ROI proxies aren't load-bearing; investigate the gap.
- ROI-score correlates with merge rate but not with the components above → wrong feature decomposition; refit.
- ROI-score correlates with merge rate AND components → confirmed; integrate into sift/triage as a sort key, not just a filter.
Where it slots: would sit between sift (issue surfacing) and triage (per-issue investigate decision) as a ranking pre-filter. Candidates flow into triage sorted by maintainer-ROI; budget burns the top first.
