[FEAT]: Add i18n languages for docs in laravel

Hello. I have an idea to propose that I want to add i18n languages for docs in laravel so users can feel comfortable and enjoy to read the docs with their own native language.

Why this issue is so matter & what impact to others?

Because some of developers in laravel wants to read the docs in their own languages and with the i18n languages, I hope it can make laravel documentation so really cool than anyother docs.

What languages that I want to work for laravel docs?

I want to translate the docs in 10 languages which are English, Deutsch, Indonesian, Hindi, Russian, Thai, Tagalog, Malay, French, & Hebrew.

When this issue can be work?

I want to work it as soon as possible if the laravel team assign me to do work for this project especially to improve the laravel documentation.

Please the laravel team can look at my bizzarre idea 😁

Not as bizarre an idea as it is ambitious: It would be a lot of work to keep everything up to date and in sync—not sure if the core team and the community would be up to maintaining it 🤔

actually there's a package to make it simple & it's like static website so it doesn't need to load the entire website. the package called stichoza/google-translate-php. With this package, you just click at the icon & you can switch to the language that you wish.

Automatically translated websites are error-prone. This would harm Laravel's reputation more than a conscious decision not to have its docs in multiple languages.

And besides, if you want halfway decent translations, deepl tends to have higher quality and more natural results than Google translate.

Adding docs in other languages is like coding in other languages. I experienced coding in german and romanian. Not nice. PHP and Laravel are written in english. Makes no sense translating their docs in other languages.
