minor issue in drtester (Pkgs.NuGet) project

'RIoTEngine' does not contain a definition for 'CreateDevIDPoP'

Our bad commit seems to be fa4e21b

However the actual root cause might be the nugget package that looks a bit outdated.

If it is what I think it is, it might require publish a new version of the nugget package.
